This Hierarchy, she said, consists of advanced spiritual entities (many having once been human) who work on "inner spiritual planes" to carry out the supposed Plan of God on earth (McKechnie, 2020). They are organized in ranks (Masters, initiates, disciples) and headed by a being called Sanat Kumara or the "Lord of the World". The Christ, identified as the "World Teacher" or "Lord Maitreya," presides over a major division of the Hierarchy, while the Buddha stands alongside in recognition of the Christ's divine task. Other key figures include the Tibetan Master Djwhal Khul (Bailey's alleged spiritual guide), the Manu (head of the first great hierarchical group), and Masters like Morya and Jupiter, each assigned specific roles in implementing the divine Plan. According to Bailey’s The Externalisation of the Hierarchy (published 1957), these high adepts meet in a “General Assembly of the Hierarchy” once every hundred years, precisely in the 25th year of each century. Intriguingly, Bailey's text even uses the term "conclave" (Latin conclavis, "locked room") – a word typically reserved for secret meetings of Catholic cardinals to elect a pope. This choice of terminology raises questions: Why would occultists adopt language echoing a papal election? Is it a deliberate parody of traditional religious authority? The implication is that the Hierarchy sees its spiritual governance as parallel (or superior) to the churches. A New Age blog, Spiritual Perspectives, explains that the Masters’ gatherings serve to “mobilize energies” and set plans which then gradually shape world events over generations. Looking back, they claim we can discern the results of these secret councils:
1425: The conclave of 1425 is credited with seeding ideas that eventually gave rise to the Renaissance and the modern world’s fusion of cultures. About 150 years after 1425 (around the late 1500s), effects began to manifest. Notably, the printing press was invented (circa 1440) and literacy spread, “expanding human intelligence” and the faculty of critical thought. As knowledge flowed more freely, people were increasingly able to question old dogmas. Additionally, upheavals in the 15th–16th centuries (wars, explorations, migrations) led to a “dispersion” of peoples beyond traditional boundaries. This era saw Europeans crossing oceans, the mixing of civilizations, and the sharing of diverse cultures and ideas worldwide. Notably, Bailey taught that the influx of the will-to-power also provoked a dark reaction – energizing dictators and totalitarians as an unintended side-effect. In her view, the rise of brutal authoritarian regimes in the 1930s–40s (fascism, Nazism, Stalinism) was the distortion of spiritual will by those with selfish intent. This too, however, would ultimately serve as a lesson for humanity in overcoming evil and valuing freedom.
To the critical observer, these claims raise eyebrows. Is it mere coincidence that major leaps in knowledge, liberty, and global unity happened roughly in these 100-year intervals – or are occultists retroactively crediting themselves for what were, in fact, human-driven historical processes (and, Christians would say, the providence of God)? New Age disciples like those at Spiritual Perspectives admit there is “no tangible way to prove” that an “august group of Beings” is orchestrating events behind the scenes. Yet they argue the accelerating pace of change since the 15th century is too dramatic to explain by human ability alone. They marvel that humanity’s creativity and global connectivity since the Renaissance far outstrips the previous millennia, suggesting “some powerful intelligent forces at work behind the scenes” guiding us toward a long-term vision. In their view, the past 500 years of rapid progress – from feudal kingdoms to a globally linked civilization on the brink of a new age – confirms that the Hierarchy is real and actively implementing a Plan of God for human evolution. What is this Plan ultimately? Bailey’s writings speak of “right human relations,” global unity, and spiritual awakening – essentially, humanity maturing into a higher consciousness (sometimes called the “fifth kingdom”) under the wise guidance of the Hierarchy. Each conclave pushes the world closer to that goal.
The 2025 Conclave’s Vision: Externalization, a “New World Religion,” and Global Transformation
All this brings us to 2025, which Bailey’s followers regard as perhaps the most momentous conclave since the very start of this cycle in 1425. What do New Age sources expect to come out of the Great Assembly of the Hierarchy in 2025? In a word: the launching of the New Age proper, the long-awaited transition into a new era of spiritual civilization.
1. Scheduling the Externalization and Christ’s Reappearance: The top item on the 2025 agenda is, by all accounts, to determine the exact timetable for the Externalization of the Hierarchy and the Reappearance of the Christ. As noted, Bailey said “in all probability” the date for the first stage of externalization will be set at this meeting. That means the Masters will decide when they will begin to publicly emerge from the shadows. For decades, Bailey’s groups (such as Lucis Trust and World Goodwill) have been preparing the public to accept the idea of enlightened masters guiding world affairs. After 2025, we may see increased claims of encounters with “ascended masters”, more channeling of their teachings, or even some individuals stepping forward openly as representatives of the Hierarchy. The ultimate figure to externalize, of course, is “the Christ” – the New Age messianic leader. Bailey taught that the Christ (whom Christians would identify as a false Christ) will reappear when humanity is ready to be taught a new revelation. The 2025 conclave will assess whether humanity is prepared, and if so, they might set in motion the countdown to the Christ’s appearance. “How humanity responds… will have some bearing on the timing of the reappearance of the Christ,” writes Spiritual Perspectives, “When humanity demonstrates readiness… the Christ will return to bring the next stage of initiatory teaching.”. In other words, if by the late 2020s or 2030s we respond well to the energies released in 2025 – showing enough goodwill, unity, and “spiritual receptivity” – the Hierarchy could green-light their World Teacher to make his entrance. This new teaching he will bring is hinted to concern the “Will-to-Good”, a powerful creative force, but it can only be introduced once humanity has “sufficient purity of motive” to use it rightly. The Aquarian Age is beginning (by some astrological calculations, the Age of Aquarius dawns in the 2020s), and the hope is that 2025’s decisions will usher in “new patterns of living” and “a civilization and culture utterly different from anything hitherto known.”. It is an ambitious vision of a spiritual and social renaissance – essentially the formal birth of the New Age.
2. Evaluating Humanity’s Readiness – Crisis and Opportunity: The Hierarchy will be scrutinizing current world conditions closely to decide how to proceed. Are we on track toward unity and higher consciousness, or still mired in separatism? The Spiritual Perspectives writers posed a series of questions that likely mirror the Hierarchy’s concerns going into 2025: How are we handling climate change and environmental threats? Can we resolve ongoing wars and uphold people’s right to self-determination, or will tyranny spread? What do the pivotal elections in 2024 (when nearly half the world’s population voted in various national elections) signal about the state of democracy and human values? Will technology and AI be harnessed for human good, or become tools of exploitation? Can we bridge the gaping wealth inequality and eliminate extreme poverty? These pragmatic questions show that the occult plan isn’t just mystical—it has very concrete social implications. The Masters will “deliberate on a number of issues regarding Humanity’s readiness for its next evolutionary change in consciousness, and how well it has responded thus far to the Will of Shamballa and Hierarchy”. In short, 2025 is seen as a time of judgment on humanity’s progress: Have we learned the lessons of the last 100 years? Are we ready for the next leap? If not, the Hierarchy may have to adjust the Plan (perhaps delay externalization or take stronger action to avert catastrophe). If yes, we could move rapidly into what they call “the Era of the Forerunner” becoming “the Era of the Externalising Ones.”
One key concept Bailey emphasized is that spiritual evolution often triggers crisis and conflict as old forms break down – and that is by design. The 2025 assembly occurs at a time when the world is indeed in crisis on multiple fronts: geopolitical tension, cultural polarization, technological upheaval. From the esoteric view, such “points of crisis” are a necessary prelude to breakthroughs – they create a “point of tension” that eventually leads to a “point of emergence”. They even call Conflict a governing principle that ultimately produces higher Harmony. This is eerily similar to the occult motto “Ordo Ab Chao” – order out of chaos. Bailey’s disciple D.K. taught that the destruction of old, outworn forms must precede the building of the new. Thus, the Masters are not afraid to allow (or even precipitate) global crises if it means clearing the way for the New Age. In 1925, they “approved” the difficult path that led through World War II to achieve a reorientation of humanity. What might they approve in 2025? Some New Age intuitives suggest the Hierarchy could sanction another period of intense upheaval between 2025 and 2030 – economic turmoil, natural disasters, political chaos – as a crucible to force humanity into greater unity and spiritual openness. Indeed, Bailey spoke of “planned crises” instigated by Shamballa force for the purpose of breaking barriers and implementing the Plan. We must ask soberly: at the 2025 conclave, are plans being laid for trials that will “shake the world” into a new order?
3. Three Strategic Objectives Since 1925: Interestingly, Bailey outlined specific goals that the Hierarchy set in the 1925 meeting which were to be achieved before the Externalization could occur. These remain instructive in 2025, because part of the conclave’s agenda will be reviewing how far these objectives have been met. According to Djwhal Khul, the Hierarchy after 1925 directed disciples to accomplish three major tasks in preparation for the World Teacher’s return:
“A measure of peace” grounded in educated goodwill and right human relations. This meant fostering enough international cooperation and goodwill among nations that conflict could be managed. D.K. said nations must learn to mind their own affairs and live at peace internally and externally. Essentially, a foundation of global peace and mutual understanding is needed. How are we doing? On one hand, the latter 20th century saw the United Nations, unprecedented diplomatic frameworks, and a general aversion to world war. On the other, the 21st century still grapples with wars (e.g., regional conflicts in Ukraine, Middle East, etc.) and great-power tensions. The 2025 conclave will certainly weigh whether humanity has achieved this “measure of peace” or if we’re sliding backward. The push for “right human relations” also ties to human rights, equality, and international law – values the UN and many NGOs champion (often inspired, perhaps not coincidentally, by Theosophists and world servers behind the scenes).
Economic sharing and equity: The second goal was “the Principle of Sharing” in economics – a redistribution of the earth’s resources to eliminate extreme poverty and material insecurity. Bailey’s writings said that much of the world’s problems are caused by economic imbalances and greed. The Hierarchy envisioned spiritually-minded financiers and economists (yes, apparently there are disciples in banks and finance) who could “regulate the world economic situation and bring about great and needed changes”. The end aim is a form of global economic justice: “adequate food, housing and security to the masses” so that a “constructive change in world psychology” occurs, ushering in an era of peace and plenty. This essentially predicts a move toward a one-world economic order where resources are shared – an idea that resonates today in calls for sustainable development, wealth taxes, or even universal basic income on a global scale. Notably, to achieve this, Bailey said certain problems must be solved: “greed, selfishness, political rivalries, and national ambitions”. In 2025, the Masters will assess how far along we are. The wealth gap in 2025 is still enormous (the top 1% vs. the rest, as even the Spiritual Perspectives article lamented). Yet there are increasing global efforts to address inequality (UN Sustainable Development Goals, World Economic Forum initiatives, etc.). Some economist elites today echo almost spiritual language about “inclusive capitalism” and “shared destiny.” Could these be the very “spiritually-minded financiers” Bailey alluded to? It’s a striking possibility that behind certain global economic reforms is an occult influence aiming to fulfill this objective.

They note that Bailey’s timeline – anticipating the Hierarchy’s open emergence and their “Christ” taking charge in the early 21st century – corresponds to what many evangelical prophecy teachers in the 1970s–1990s were warning about: an imminent one-world government and religion under a false messiah. Constance Cumbey, an evangelical author who investigated the New Age movement, famously concluded that “the New Age Christ” Maitreya promoted by Bailey’s followers might be the Antichrist foretold in Scripture. She documented how New Agers themselves were eagerly preparing the way for this figure, even if it meant the destruction of traditional Christianity. Indeed, one chilling quote from a New Age source that Cumbey publicized stated: “We do not want a nuclear war, but if that is necessary to purify the world, we will not hesitate to bring one about.” Such extremist sentiment echoes the idea of a “planned catastrophe” to usher in the new age – basically an Armageddon orchestrated by occultists rather than by God. Consider how the Hierarchy's Plan twists biblical truths. They speak of a coming "Externalisation" – Christians speak of the coming of Jesus Christ to reign on Earth. They have a "Christ" who is not Jesus, claiming He will bring peace and enlightenment – the Bible warns of "false messiahs and false prophets" who will perform signs and wonders to deceive (Matthew 24:24). They push for one-world unity – the Bible foretells a global empire under a blasphemous Beast (Revelation 13:7-8). It is sobering that Bailey said the 2025 conclave would likely set the date for the Hierarchy's externalization. If her prediction is accurate (and so far many aspects are eerily matching reality), it means the forces of darkness plan to step up their visible activity in the very near future. We might see, in the next decade, an explosion of paranormal phenomena: apparitions, miracles, channeling, perhaps even staged "alien encounters" – anything that could convince the masses of the presence of higher beings guiding us. The Bible forewarns that the False Prophet will perform great signs, even making fire come down from heaven to wow humanity, and by these signs he will deceive the world (Revelation 13:13-14). Interestingly, Bailey's crew expects "revelatory" techniques and results from 2025 onwards – perhaps spectacular new psychic abilities or scientific revelations. But Christians must not be seduced. We are told "Test the spirits to see if they are from God" (1 John 4:1), and any spirit that does not confess Jesus Christ as Lord come in the flesh is not from God (1 John 4:2-3). Could all this be coincidence, or is the stage being divinely and demonically set for a dramatic period? Jesus told us there will be "signs in the sun, moon, and stars" heralding the end (Luke 21:25). We don't base doctrine on blood moons or date calculations, but we do note the convergence: global unity talk, technological capability for the mark of the beast, Israel back in their land (a key end-time sign), and now even the occult world abuzz about their own imminent "day of decision" in 2025. And hope, because every scheme of the enemy will fail and be turned to glorify God in the end. The very fact that we are privy to such inside information on the enemy's playbook is a gift; "we are not in darkness, brothers and sisters, for that day to surprise you like a thief" (1 Thess. 5:4). God has told us beforehand so we can be prepared, prayerful, and at peace knowing He's got this under control.
In conclusion, the anticipated 2025 Great General Assembly of the Hierarchy stands as a stark sign of the times. It highlights the reality of an ancient spiritual war coming to its climax. On one side, hidden occult powers promise humanity a man-made utopia – but only by rejecting biblical truth and embracing a cosmic leader opposed to Christ. And so we will always be with the Lord. Therefore encourage one another with these words." (1 Thess. 4:16-18). This is our blessed hope (Titus 2:13) – not the dawn of Aquarius or a man-made Age of peace, but the literal appearance of our Great God and Savior Jesus Christ to receive us and later to reign.
So, as we witness talk of "Hierarchy assemblies" and grand plans for 2025, we do not lose heart. Instead, we "lift up our heads", knowing our redemption draws near. We armor ourselves with faith, love, and the hope of salvation (1 Thess. 5:8). We pray for those deceived by the occult, that the Holy Spirit would open their eyes to the superior truth of Jesus. And we remain watchful, like the wise virgins with lamps ready (Matthew 25:1-13), so that when the true Bridegroom comes, we may go in with Him to the wedding feast. The night is advancing, but praise God, the Morning Star will soon pierce the darkness.
